Minutes of an Extraordinary Meeting of Clehonger Parish Council held on 29th August 2019 at 7.30pm at The Innesfield Community Centre

In attendance: Mrs A Wright (Clerk), Ward Councillor David Hitchiner and 16 members of the public.
- Introduction and welcome by the Chairman
The Chair welcomed everyone to the meeting. The Chair explained that an extension to the deadline for comments had been requested from the Planning Officer however, the Parish Council had been advised that the deadline could not be extended beyond the scheduled Parish Council Meeting date of September 12th.

- To consider response to Planning Applications, as notified, and then determined by Herefordshire Council:
APPLICATION NO & SITE ADDRESS: Planning Consultation – 192513 – Walnut Tree Farm, Birch Hill Road, Clehonger, Hereford, HR2 9RF
DESCRIPTION: Proposed development for the erection of two dwellings with attached garages.

APPLICATION TYPE: Planning Permission
The Applicant’s Architect explained that advice had been taken from the Planning Consultants regarding the proposals in the application. There had been a discussion with the Planning Officer about the concerns expressed over access to the site of the development and the option to create a passing place would be incorporated into the design. This new proposal had not yet been submitted and would not be so until after the evening’s meeting. The amendments were therefore not on the website or available for consideration at the time of the meeting.
There was an extended discussion regarding previous access by contractors and service providers and the fact that the road was a private access to the properties at Walnut Tree Farm. It was advised that no issues had been previously experienced by the Fire Service when accessing the site and also not by the Electricity Supplier when servicing their poles and equipment. A local resident highlighted that the lane had been used as an access to what had been a working farm previously with large farm machinery being used.
A query was raised regarding the number of houses being built in the village and concerns were expressed that the village may become a “dormitory town instead of a peaceful village”. It was clarified that large developments had been “opposed or criticised by the Parish Council” in the past and that “small developments would be looked at more favourably than large ones”.
The Neighbourhood Plan Settlement Boundary concern was discussed and it was agreed that the correspondence from the applicant on the subject, as sent to the Parish Council, would be considered at a future Steering Group Meeting. It was noted that the emerging plan for Clehonger had not yet been adopted or voted on.
Following consideration of the comments made, it was agreed by the Parish Council that the information regarding the amendments to be made to the access to the site would need to be considered before any further formal comment was submitted to the Planning Officer. The Clerk would write to the Planning Officer (wording to be agreed by the Parish Council) to ask what the next steps were. The consideration of the settlement boundary would also require revisiting.

The next Meeting of the Parish Council would be held on Thursday 12th September 2019 at Innesfield, 7.30pm.
