Minutes of an Extraordinary Meeting of Clehonger Parish Council held on 17th December 2025 at 7.00pm at the Clehonger Village Hall
Present: Cllrs A Davies (Chair), C Protherough, K Langdon and J Whittal
In attendance: Mrs A Wright (Clerk), Ward Cllr David Hitchiner and 1 member of the public.
1. To accept apologies for absence
Apologies had been received from Cllrs Gardiner, Watkins, Forbes and Rider
2. To note declarations of interest
There were no declarations of interest made.
3. To determine the choice of contractor/supplier for the installation of the Clehonger Playing Field Fencing (106 Project in association with Herefordshire Council Procurement) Tender documents circulated to parish council members for review.
There were three tenders for review. One from Wickstead Leisure Limited, one from Big Fish Landscapes Limited and one from Dudley Fencing and Landscaping Services Limited. The three quotes were evaluated, against a matrix of attributes and matters such as cost, location and how elements of the contract would be managed were examined. After consideration, and discussion of the various elements, Wickstead Leisure Limited was discounted on the basis of cost and remoteness. Dudley Fencing and Landscaping Limited were discounted on the basis of elements within the contract which were delegated, such as waste disposal. The playing field fencing contract was awarded to Big Fish Landscapes Limited, by a unanimous vote of the councillors present at the meeting. It was agreed that the Parish Council decision would be communicated to the Herefordshire Council Procurement Officer, Nigel Koch, and he would convey the outcomes to the three candidates.
4. Confirmation of date of next Parish Council Meeting
The next Meeting of the Parish Council would be held on Wednesday 14th January 2026, at the Clehonger Village Hall, from 7.00pm.
