Minutes of the Parish Council Meeting of Clehonger Parish Council held on 18th July 2019 at 7.30pm at Innesfield Community Centre

Present: Cllrs J Rees, A Morgan, J Harris, C Protherough and S Savory

In attendance:  Mrs A Wright (Clerk), Lengthsman Paul Wright and 3 members of the public plus Ward Cllr David Hitchiner and PCSO Fiona Witcher (for part)

  1. Introduction and welcome by the Chair

The Chair welcomed everyone to the meeting.

  1. Co-opting of councillor(s) and signing of forms

There were no new councillors put forward for co-option.

  1. To receive Apologies for Absence

There were apologies for absence received from Cllrs A Davies and J Whittal.

  1. To note Declarations of Interest

There were no declarations of interest at this point.

  1. Open Session

A resident raised the condition of the road between Clehonger and Kingstone as regards the damaged road surface. The surface was broken up on the B4349.   Herefordshire Council commission a monthly inspection. Between Poplar Road and Croft Road there were two deep potholes reported. It was commented that the road between Callow and Tram Inn was receiving attention. It was explained that the Task and Finish Pothole Working Group had recommended the filling of entire clusters of potholes instead of just some of the cluster.

PCSO Fiona Witcher advised that there had been thefts of two number plates from vehicles parked at the Belmont Abbey car park. The PCSO left the meeting at 7.40 pm.

  1. Brief Verbal Reports:

6.1 Ward Councillor.  Ward Cllr Hitchiner updated the meeting in that the Council had decided to make a decision on the future plans for the Southern Link Road and Western Bypass. Further information was to follow. The Ward Cllr advised that he had been on a number of courses including matters relating to Local Government and the Bank of England had been represented. There had also been information on the National Health Service and Social Care Minister. The Agenda was to improve people’s health and wellbeing and aim to reduce the strain on the NHS.

6.2 Friends of Clehonger Parish: The Garden Competition had taken place and the results had been published and awards presented. There was a new interim chair.

6.3 Clehonger Primary School: The school had broken up for the summer holiday that day 18th July. Ofsted had rated the school as “Good”. The results had been good also.

6.4 Locality Steward: Not present. Bulletins circulated. Parish Tour to be arranged when the Locality Steward was available.

6.5 Lengthsman: The lengthsman would take a look at the damaged fence at the playing field.

  1. To approve Minutes of the Parish Council Meeting held on 13/06/19

Resolved: – It was resolved that the Minutes of the Parish Council Meeting held on 13th June 2019, were approved by the Council and then signed by the Chairman. The Clerk would check with the Webmaster regarding the minutes on the website which did not appear to be up to date.

The Clerk updated the meeting on actions, correspondence etc. including:

Herefordshire Traveller Sites Development Plan Document

Draft Minerals and Waste Local Plan consultation results

Letter received from the Leader of the Council regarding the Southern Link Road and Western Bypass strategies. More information will be published in the near future.

Elections Update

The PC can still co-opt at the July 2019 Meeting.

9.1 Resolved: The following list of payments were approved, proposed by Cllr Rees and seconded by Cllr Morgan:

9.2 Resolved: The bank balance was noted at £39600.94.

10.1 Southern Link Road 151314 – and Hereford Transport package

A decision on the future plans for the SLR and HTP was anticipated during week commencing 26th July 2019.

10.2 Update on Village developments and any site issues

The rear access onto Gosmore Road required closing more thoroughly as people were still pulling the fence aside and exiting onto Gosmore Road. There were still concerns for safety of those exiting the site via the rear exit.

In regard to the Madley Road site which had involvement with Stonewater Housing, Pegasus and Engie, the Ward Cllr had raised the matter with the Planning Officer. The planning was anticipated to be for all social housing and there were questions regarding 106 payments. The presence of monkshood in the neighbouring SSSI was noted.

10.3 To consider planning applications as notified

There were no planning applications for consideration at the meeting.

  1. Village Matters including:

11.1 Church re-ordering – no further update

11.2 Update on Community Assets – ongoing

11.3 Climate Emergency – to consider plan for possible PC actions – a resolution from Herefordshire Council plus Ross Town Council would be evaluated and councillors’ views sought.

11.4 Village speeding – update – the speed enforcement van was making regular visits.

Speed Indicator Devices and Village Gates would be considered. There may be grant funding available for the gates. Traffic calming measures to be looked at.

The appearance of the sub station on Gosmore Road would be evaluated once the works had finished. This may be something for the FOCP to consider in regard to planting options to soften the appearance.

  1. Neighbourhood Plan

12.1 Update on Clehonger Plan and Regulation 14 consultation

A donation of £25 was agreed for Madley PCC who had loaned equipment for the NDP Open Day.

The NDP Open Saturday had seen fourteen people attend. The Regulation 14 Consultation would end on 29th July 2019. The next NDP Steering Group Meeting was scheduled for the 12th August 2019.

  1. Playing Field

13.1 Update

The Bouncy Castles and Picnic Event would be on the Playing Field on 25th August 2019.

Flower bed tidying was in progress.

  1. Brief Reports from Footpath Warden, HALC Rep and Tree Warden

Footpath Warden:  The footpath up from the Church in the Whittals’ field into the farm (cereal crop) was clear. The footpath near Pippins – Church Road to Ruckhall Lane was overgrown and the stile was unsatisfactory. Cllr Harris to confirm.

There was a discussion over safety for walkers when walking paths, with or without dogs, in fields occupied by livestock. It was agreed that a leaflet, based on National Farmers Union advice, would be included in the Welcome Packs.

HALC Rep:  No report this time

Tree Warden: Cllr Morgan advised that he was checking the Herefordshire Council website for details of existing Tree Preservation Orders (TPO). There were protection orders in place for the “Silvertrees” group of trees, the Gardiners Oak and trees at Belmont Abbey. The “Pykeways” Oaks were to be considered for protection orders.

There was a reminder of the date of the next Ordinary Meeting of the Parish Council to be held on Thursday 12th September 2019, from 7.30pm, at Innesfield. No meeting in August.
