Minutes of the Parish Council Meeting of Clehonger Parish Council held on 16th July 2020 from 7.30 pm via Zoom Platform during the Covid 19 Virus Pandemic
Present: Cllrs J Rees, J Whittal, S Savory, J Harris, C Protherough (Chair), A Davies (Vice Chair) W Watkins, K Langdon and J Jones
In attendance: Mrs A Wright (Clerk), Ward Cllr David Hitchener, Footpath Officer Blue Davies (for part) and two members of the public.
1. Introduction and welcome by the Chair
The Chair welcomed everyone to the Zoom meeting.
2. To receive Apologies for Absence
There were no apologies for absence received.
3. To note Declarations of Interest
There were no declarations of interest made.
4. Open Session
There were no comments made during the Open Session.
5. Brief Verbal Reports:
(5.1) Ward Councillor. Ward Cllr Hitchiner advised that the road proposals (Southern Link Road and Western Bypass) were on pause and review until September.
There were issues with planning for housing proposals in the Lugg catchment area due to phosphate levels. A conversation had been started with Powys Council in regard to planning for more poultry farm units. Meetings were being held to look at wetlands treatment and modern farming methods.
Traffic in Hereford was being reviewed with the objective being to rejuvenate city centres while keeping social distancing.
The leasehold interest held by the Herefordshire Council in the Maylords Shopping Centre would enable the Council “to decide own future and bring social value.” Ideas were being explored and may contain a library provision, artisan shops and short term business lets. It was commented that the car park gates should be reopened plus the public lavatories in the city.
The Ward Cllr advised regarding the Kingstone housing development having attenuation ponds and there had been a builder’s policy change in transferring ongoing maintenance of the pond(s) to the Local Authority. It was commented that people had been riding round the dry pond basin in Clehonger.
(5.2) Lengthsman: No update this time.
(5.3) Footpath Officer: The Footpath Officer advised that the footpath had been reinstated at Abbey Farm and that there were “still cows in the field above.”
(5.4) Tree Warden: No update this time.
6. To approve Minutes of the Parish Council Meeting held on 18/06/20
It was resolved that the Minutes of the Parish Council Meeting, held on 18th June 2020, were approved by the Council.

8. Finance and Policies
(8.1) Resolved: The following list of payments were approved:
Mrs A Wright (salary paid in accordance with contract)

Eyelid Productions Ltd. (web services) £60.00
(8.2) Resolved: The bank balance was noted at £44617.30.
(8.3) To sign and approve Annual Governance Statement 2019 – 2020
The Annual Governance Statement for 2019 – 2020 was approved by the Parish Council and signed by the Chair and Clerk as appropriate.
(8.4) To sign and approve Accounting Statement 2019 – 2020
The Accounting Statement for 2019 – 2020 and Exemption Certificate were approved by the Parish Council and signed by the Chair and Clerk as appropriate.
Accounting papers would be sent to the Auditor as required and displayed on the website.
(8.5) To confirm wording for new Playing Field Rules signage and authorise ordering of new signs.
The new wording was considered and would be circulated for final approval before the order was placed.
The first Zoom session ended at 8.10 PM.
The Second Zoom Session commenced at 8.15 PM. All councillors and Ward Cllr present plus Footpath Officer and one member of the public.
9.1 To consider response to Planning Applications, as notified, and then determined by Herefordshire Council
One new application was considered:

DESCRIPTION: Proposed construction of two new poultry units
APPLICANT(S): Mr William Watkins

APPLICATION TYPE: Planning Permission
The Clerk would circulate the comments for final approval before submission to the Planning Authority. Concerns were expressed about the impact of the intensive chicken farming on the environment and water courses and wells were highlighted. Questions were raised concerning potential for there to be links to river pollution.
10. Village Matters
(11.1) To consider any development site issues and dog fouling
No further update. New dog waste bin being progressed.
(11.2) To consider any projects for drainage grant from Balfour Beatty
No items were raised at the meeting.
(11.3) Zebra Crossing on main road by the Bines – discuss
There had been a road traffic accident where a car had left the road and gone through a hedge into a garden at the 1 The Bines. Crossing the road at the location had been described as “too dangerous”. The idea of a zebra crossing would be placed on a future agenda.
Welcome packs were being caught up. Nine further packs had been distributed and fifteen more were in progress.
11. Playing Field – update, including Covid 19 and to determine the ring fencing of funds
The rubber matting under the large climbing frame needed repair to fill a void under the matting. An initial quote for repair had been received for £950.00 plus VAT. Kompan had not been contactable – to date. Further quotes would be obtained for a decision to be taken.
The “reopening” of the playing field had included a risk assessment, the playground had been inspected for defects, and for safety issues, plus advisory signage had been placed. The Parish Council began further discussing the playing field matters but the meeting was abruptly cut off by the end of the Zoom Call at 8.55 PM.
The Zoom Call ended at 8.55 PM. The following items were not discussed but are noted here for information.
